Agriculture represents the main sector of activity in Burkina Faso with 73.7% of the population working in this sector. The development of the seed sector relies largely on the existence and enforcement of regulations governing the creation of varieties, production and marketing of seeds. In 2006, Burkina Faso adopted the law n° 010-2006/AN of March 31, 2006 on plant seeds regulation. There are delays in harmonizing the national law with the Community seed regulation, the concern to meet the requirements of the OECD seed system to ISTA accreditation standards. In addition, the texts governing activities in the seed sector are not sufficiently known and the various actors and stakeholders. The result is a shift in the level understanding and low ownership by the various actors. In addition, the low involvement of seed companies and research centres (public or private) in the varietal creation and production of basic and pre-basic seeds of varieties obtained from the private sector.
